This Page provides LTE Max (Maximum) users capacity calculator based on CCE. Calculator is based on 3GPP 36.211 communication standards and allows you to calculate Max LTE Users depend on Bandwidth, CFI format, Aggregation CCE levels, DCI, etc.
From 3GPP 36.211 Chapter 6.8 we know, that PDCCH (Physical Downlink Control channel) carries scheduling assignments and other control information. PDCCH is transmitted on an aggregation of one or several consecutive control channel elements (CCEs). Each time when user want to get data, PDCCH channel should to say: which resource block carries your data. It means that user first have to decode DCI from PDCCH.
From 3GPP 36.211Table 6.8.1-1 We have 4 Aggregation layers for PDCCH (CCE). Aggregation layers depends on Users Radio conditions.
The maximum number of LTE users is limited by DCI. The result of our Calculator does not take into account CCE used for Common DCI.

no of users per TTI also depends on RBG. As resource allocation to each UE is done based on RBG.
In case of 20MHz only 25 RBGs possible leading to only 25 DL users scheduling. If there are no users pending with UL data.
